Adoptive Mother Accused of Abusing, Starving 11 Foster Kids
August 4th, 2007 by Glenn Sacks, MA for Fathers & FamiliesWhen a woman does something terrible, the media often tries to explain or excuse it, usually by trying to blame the man in her life. A few examples:
When Gilberta Estrada hung her four small daughters, three of whom died, media focused attention on her allegedly abusive ex-boyfriend. To learn more, click here.
When Andrea Yates drowned her five children, media focused blame on her husband, Russell Yates. I appeared on many Texas radio shows at the time to defend Russell, and was so vilified that I often felt as if I were defending the person who had committed the murders. To learn more, see my co-authored column In Defense of a Flawed but Decent Russell Yates (Houston Chronicle, 3/11/02)
Clara Harris repeatedly ran over her husband and killed him, as the dying man's daughter sat in the front seat next to Clara and begged Clara not to kill her father. Many, including Oprah and CBS in its movie Suburban Madness, sympathetically portrayed Harris as a loving, loyal wife who "snapped" when her husband cheated on her. To learn more, see my co-authored column Suppose roles had been reversed in Harris case–Murdered dad deserves sympathy being shown Clara (Houston Chronicle, 1/27/07).
Terry Barton, a Colorado Forest Service worker, intentionally set a forest fire which destroyed over 100,000 acres and led to the deaths of five firemen in June of 2002. Barton tried to pin her crime on a male camper, and later said she did it because her estranged husband sent her a mean letter. Some in the media bought it. To learn more, see Lisa Nowak, Clara Harris, Terry Barton, and an Incredible Omission.
In the incredible case below, Judith Leekin allegedly abused and starved her nine foster children for decades. According to authorities, "Leekin was unemployed and lived off the monthly stipends provided by child welfare authorities in New York. She owned at least two homes and several cars. The adopted children said they had never seen a doctor or a dentist and had not been allowed to attend school or even leave the house."
I'm looking forward to seeing how this is really a man's fault, too. Anybody have any predictions?
Adoptive Mom Accused of Abusing, Starving Foster Kids for Decades
Associated Press, 7/30/07
PORT ST. LUCIE, Fla. — They were often handcuffed, tethered together with plastic ties and allowed to soil themselves, investigators say. They had scars on their wrists. Some had burns.
None appeared to have more than a fourth-grade education, not even the adults in their 20s. All were starving.
In all, nine teenagers and young adults were held like prisoners in Judith Leekin's home in what appeared to be a decades-long scheme to line her pockets with the government payments she received for adopting and raising them, police say.
From the outside, Leekin's home appeared to be as ordinary as the others in this well-kept working-class neighborhood on the outskirts of this Atlantic coast town, 120 miles north of Miami. But its pink and white stucco exterior hid the horrors inside, authorities say.
"Horrible, I think, would be the best word used to describe what was going on in that house," said police Capt. Scott Bartal.
Investigators have not yet confirmed the identities of the young people and have not established how long Leekin had them. But authorities believe she adopted all of them in New York City under at least five aliases over two decades.
They range in age from 15 to 27. One is blind and mumbles. One can barely walk or stand. One can't read. But authorities said they do not know if the handicaps are a result of the alleged abuse.
The case came to light on July 4, some 200 miles away across the state in St. Petersburg, when police received a call from a grocery store that a teenager was there wandering aimlessly. The 18-year-old woman, who said she has been with Leekin for 13 years, said Leekin drove her there and abandoned her after telling her they were going to an amusement park.
Police and child welfare workers went to Leekin's home, but found nothing awry. Just one child was with her in the house, and Leekin told investigators the 18-year-old ran away a year ago. But police soon returned, and this time they found all the children, who had apparently been hiding on Leekin's orders.
Leekin, 62, was arrested and jailed on 11 charges, including aggravated elder and child abuse. She declined to be interviewed. Her attorney had no comment.
According to authorities, she was unemployed and lived off the monthly stipends provided by child welfare authorities in New York. She owned at least two homes and several cars. The adopted children said they had never seen a doctor or a dentist and had not been allowed to attend school or even leave the house.
"These people have not received any formal education in the time they've been with her," Bartal said. "At times when they were restricted with handcuffs or zip ties, during the night, they soiled themselves because they weren't permitted to go to the bathroom."
They were fed only noodles, and "they would have eventually starved to death," Bartal said.
The 18-year-old told police Leekin threatened to cut her head off if she told anyone what was happening, authorities said.
"Was there any kind of emotional attachment? Yes, it was fear," Bartal said.
Child welfare workers in New York said they are still digging through paperwork to determine how Leekin came to gain custody. It was not until 1999 that New York City child-welfare authorities began fingerprinting adults who adopted children out of foster care.
If Leekin did adopt them in New York City, she could have been making as much as $180,000 a year for a time. Parents who adopt special needs children can get as much as $55 a day.
"If you adopt a child out of the foster care system, you receive a stipend to help with the child's care, to cover clothing and food, and whatever additional costs are involved with caring for the child until the child turns 21," said Sharman Stein, spokeswoman for the New York City Administration for Children's Services.
There is no legal requirement that a person adopting a child from New York City's foster care system live in New York State.
The Florida Department of Children & Families authorities investigated a complaint of child abuse against Leekin in 1999, but the case was later closed. Officials would not give details.
"Right now we're just concentrating on the care of the victims, making sure they get the medical attention and psychological care they need," department spokeswoman Ellen Higinbotham said. "These adults, they're like elderly people, they're frail and vulnerable."
In Leekin's neighborhood, residents said they were shocked.
"You'd think she was your grandmother. There was nothing suspicious at all," neighbor Jim Hammond said. "We never heard anything from over there, no hollering, no screaming. She was just a nice lady."

Here's how this can be a man's fault, Glenn:
They can play it like Aileen Wuornos, who was a serial killer, but became a sort of feminist "folk hero" because Hollywood (FALSELY!) claimed she was (drum roll, please)...abused by a man!! Anyway, all she has to say is that she took in these kids for money because a man had left her, abused her, whatever.
She'll get some public sympathy, but not too much. And the reason for that will be that she's not attractive and American only has sympathy on attractive killers, not ugly ones. Even Manson was photogenic.

The NY foster care system is FULL of stories like these. It is a VERY LUCRITIVE business opportunity for the State and its employees. And $55.00 dollars per child per day has alot more bang for the buck in Florida. It's a mans fault for signing the law to make this "Legal". The ammount of NY taxpayer money used to quash this embarrassing story is also criminal. You can bet that there was someone in the family of these kids who would have cared for them but the State opted for it's Foster Care windfall. SOMEBODY please examine this states Family law and Domestic Violence policies. SOMEBODY OUT former governor Pataki.

I'd like to see an investigation as to how these children got put in the system, and what criteria used could have possibly qualified this woman. The people who so carefully interview and select the foster parents have failed to an extreme. She got away with using aliasis many times. They picked the truest example of a dead-beat over and over. A con, a fraud, they could have just as easliy handed these children to some one who would kill them off after the paper work was settled and the checks were coming in. -- something they might want to look in to.

I wonder where these kids biological parents are? Like what happened to their dads?

Isn't it interesting what can happen when government takes it upon itself to "help" some poor children whose own parents don't meet with government approval?
Yep. Government picks a psychopath like this one to "care" for them and exploit them like farm animals.

P.S. for Glenn,
While doing a google news search on one of the above stories, I ran across this one which is a perfect example of what you are saying: ( http://news.bostonherald.com/localRegional/view.bg?articleid=1014373 )
The very first sentence places blame for this woman's alleged murder of her own children, not on her, but on the types of "men" she supposedly clings to. Unbelievable. Or in their words:
"As Boston police probed whether a Roslindale mother in the throes of despair may have murdered her two young children, relatives and friends of the woman, who is hospitalized with stab wounds, described her as a lost soul who clings to abusive men."

Kelly said: "I wonder where these kids biological parents are? Like what happened to their dads?"
Well, Kelly, I don't know for sure, but I'd be willing to bet that at least some of them were marginalized by the domestic violence industry (racket) and would have been in violation of a "protection order" or restraining order if they had tried to interfere or even contact his children. I'm guessing the fathers were economically ruined, emotionally crushed, and not even aware that their children were being placed in the care of this monster. Even if they were aware of the situation, what do you expect them to do? Do you think the system will give a father any consideration, especially if the mother has tagged him as "abusive" (i.e., raised his voice in an argument), or merely asserted that she was "afraid" of him.
Seriously, Kelly, do you have any suggestions? Perhaps go to the Women's Shelter and ask for help?

regarding Judith Leekin, isn't the loss of her income punishment enough. Why don't you people understand that women have needs too. Besides, she looks like the women down the street.
